The Importance of the INSHPO OHS Capability Framework and the Singapore Accord
A significant step toward safer and healthier workplaces was taken on September 3, 2017 when the Board of Canadian Registered Safety Professionals (BCRSP) joined more than 40 organizations from around the world in the landmark signing of the Singapore Accord on the Standards of OHS Professionals. The Accord, spearheaded by the International Network of Safety and Health Practitioner Organizations (INSHPO), presents a global capability framework for the occupational health and safety (OHS) professional that will increase the effectiveness and impact of such roles in every industry.
Six years in the making, the OHS Professional Capability Framework received global support from safety leaders with the signing of the Accord in Singapore in advance of the 21st World Congress on Safety and Health at Work. The framework defines the roles, skills, knowledge and qualifications recommended for OHS professionals and practitioners. It is a consensus-based document developed from an international analysis of data from national professional associations and certification bodies. BCRSP was an active participant in the development of the Framework, and believes that the framework provides a strong foundation for the profession that will be recognized globally for its ability to support improved occupational health and safety outcomes.
BCRSP has been active in using the Framework, in both in the Canadian Registered Safety Professional (CRSP) Examination Blueprint review process, and in the development of the Canadian Registered Safety Technician (CRST) Examination Blueprint. The BCRSP has also found the Framework useful in mapping of other OHS certifications in the MOU negotiation process. It provides a common language around which organizations can orient discussions.
The OHS Professional Capability Framework will also be used in the development of a College and University OHS program Accreditation Framework. A draft Accreditation Framework is being developed at by a joint BCRSP/CSSE Task Force.
