What the role entails
The Municipality of Clarington is seeking to hire a Temporary Health and Safety Coordinator,
reporting to the Human Resources Manager. This position is responsible for the administration
of the Municipality’s health and safety programs. This role provides consultation, advice and
guidance to all levels of employees and is responsible for fostering and maintaining the
corporate safety and wellness culture of involving all employees in the continuous improvement
of health, safety, and wellness.
Responsibilities
The following responsibilities and duties of this position includes but is not limited to:
- Responsibility for the development and delivery of the corporate Health and Safety Program and services, ensuring that the Municipality is in compliance with prevailing legislation.
- Monitoring new legislation and best practices as it relates to Health and Safety standards and practices and implements changes, as necessary.
- Planning, research, developing, organizing, coordinating, and conducting a wide range of
Health and Safety training and orientation programs for the corporation. - Supervise and work closely with Health and Safety Associate in all aspects of the role.
- Ensures Health and Safety policies, programs and practices are implemented, and
maintained. This includes workplace inspections, monitoring, accident reporting and
investigations, and ensuring any observed hazards or lapses in the functioning of OH&S
processes, and other OH&S concerns are responded to promptly. - Management of Occupational Illness/Injuries, conducting internal and external
investigations, reporting, and WSIB accommodation. - Advise Joint Health and Safety Committees and Collision Review Committee.
- Implementing an e-learning platform to complement training and learning initiatives and programs.
- Managing the administration of WSIB reporting and claims management, including development of return-to-work plans.
- Performs regular safety audits throughout the Municipality and making recommendations as necessary.
- Focus on assessing health risk factors and developing health and wellness plans and strategies aimed at promoting individual and organizational well-being.
- Report preparation.
- Facilitate, coordinate and respond to the Joint Health and Safety Committee requests, including receipt and distribution of monthly inspections.
- Provide ergonomic recommendations and facilitate ergonomic reviews.
- Budgetary responsibility of Health and Safety expenditures.
- Must possess a genuine passion for Health, Safety and Wellness.
- Other duties as assigned.
Qualifications
The successful candidate will possess:
- Post-secondary degree or diploma in Occupational Health and Safety, Occupational
Hygiene, Human Resources or a related field/discipline; or equivalent education and
related experience to the satisfaction of the Deputy CAO Legislative Services. - Must possess or be eligible and willing to complete the Canadian Registered Safety
Professional (CRSP) designation. - Candidate must possess 3-5 years of directly related experience in a similar
environment. - Supervisory experience is considered an asset.
- Demonstrated comprehensive knowledge of; government regulations and legislation
pertinent to Health and Safety; Workplace Safety and Insurance Act; Disability
Management; WHMIS; WSIB processes; and ergonomics. - Experience in a unionized and multifaceted work environment and/or in a
Municipal/Public Sector operation is required. - Proven ability to coach, build programs and implement a safety culture in a positive
manner. - Additional formal training and/or experience with the treatment, management and
prevention of musculoskeletal injuries and illnesses and/or ergonomics is preferred. - Proficient at Health and Safety policy and program reviews, planning, and the auditing,
interpretation, and maintenance of relevant programs. - Excellent facilitation and communication skills (written and verbal) to interact with all
levels of staff and outside organizations, including WSIB and Ministry of Labour. - Excellent planning and organization skills with an ability to handle multiple competing
projects with tight deadlines. - Excellent problem solving, critical thinking and negotiation skills.
- Must be physically able to do the job.
- A quick and enthusiastic learner with a commitment to continuous improvement.
- Flexibility in working hours to provide training and respond to after hours emergencies as
required. - Must be legally able to work in Canada.
What we offer you
- Salary: $97,142 to $118,077 - Code 7 of the 2024 Non-Affiliated Salary Administration Program.
- The Municipality of Clarington offers flexible work arrangements for eligible roles, where employees are empowered to do their best work in the way that works for them. Currently, this position is eligible for a flexible work arrangement option. Further details on this program will be discussed through the selection process.
Additional information and requirements
Pre-employment testing for this position may include an oral, written and/or practical assessment, to assist in determining the successful applicant. A passing score will be considered to be 70% on each test with the highest score considered in the award.
Prior to starting the position, the successful candidate must provide, at their own expense, the following:
- A current (with the last 180 days) satisfactory criminal reference check directly from a Canadian Police Information Centre. Criminal Records Checks from third party agencies are not acceptable. Applicants who have been employed with the Municipality within the last year and have provided a criminal reference check within the last 365 days are exempt from providing another criminal reference check.
- A current Driver’s Abstract and proof of a valid Ontario Class “G” Drivers License.
