Description

Location - This role is in-person at North Campus, Edmonton.

Position Summary

As a member of the Health, Safety and Environment (HSE) team, the Facility Health and Safety Officer is responsible for implementing and enhancing the University of Alberta's Health, Safety and Environment Management System (HSEMS), building an enhanced health and safety culture, and improving compliance with related legislation, policy and health and safety practices across the University Services, Operations and Finance portfolio. Working alongside another Facility Health and Safety Officer, this position provides dedicated health and safety support to the Utilities and Operations, Campus Services, and Infrastructure Planning, Development and Partnerships units, with a particular focus on high‑risk and complex operational environments.

The Officer offers a best‑practice approach to health and safety, acting as a liaison between HSE and these units to ensure timely and consistent interpretation of health and safety legislation, codes, regulations, policies, procedures and practices, and to support emergency response management systems and procedures. In alignment with the university's Culture of Care, the Officer leads and supports initiatives that advance safety practices and safety culture—where everybody owns their safety performance and that of others—and drives continuous safety culture improvements within Utilities and Operations, Campus Services, and Infrastructure Planning, Development and Partnerships.

Responsibilities

• Partner with leadership and operational teams across Utilities and Operations, Campus Services, and Infrastructure Planning & Development to build an enhanced health and safety culture aligned with the university’s Culture of Care and institutional safety initiatives.
• Provide expert HSE regulatory and technical guidance supporting the development, implementation, and continual improvement of trades-related safety programs, standards, and procedures.
• Strengthen alignment of unit safety programs with the University’s Health, Safety and Environment Management System (HSEMS) and applicable OHS legislation through audits, inspections, consultations and gap analyses, promoting sustainable compliance solutions.
• Lead or support risk management, emergency preparedness, and incident response activities—including plan development, training exercises, investigations, and trend analysis—to prevent recurrence and enhance safety learning.
• Develop and deliver health and safety training, communication tools, and change management strategies that drive improvements in safety culture, performance, and engagement across operations.
• Serve as a coach, mentor, and trusted advisor to unit leadership and staff, fostering shared ownership of safety performance and participating in committees, special projects, and institutional initiatives advancing health, safety, and wellness.

Qualifications

Minimum Qualifications

• Minimum 2-year diploma in Occupational Health & Safety or Bachelor's degree in a related field; completion of other related post-secondary education with relevant work experience may be considered for equivalency.
• Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) designation required. All designations must be in good standing with the certifying body.
• A minimum of 10 years of progressive, related utilities or industrial safety management experience in a professional capacity.
• A valid Alberta Class 5 (non-GDL) driver’s license is required.
• Proven knowledge of Occupational Health and Safety legislation, regulatory compliance, and risk management in utilities or trades environments.
• Demonstrated experience designing, implementing, and improving Health, Safety and Environment Management Systems.
• Advanced understanding of hazard identification, assessment, and control methods for high‑risk operational activities.
• Strong communication, consultation, and coaching skills with the ability to influence safety practices across diverse teams.

Desired Qualifications and Attributes

• Experience leading safety culture transformation and applying change management strategies aligned with “Culture of Care” principles.
• Broad technical understanding of general, occupational, process, electrical, fire, and life safety; specialized experience in fall protection, electrical safety, and process safety.
• Familiarity with emergency management and incident command systems within utilities or campus operations.
• Proficiency in data analytics and trend analysis using incident and inspection reporting systems to guide evidence‑based improvements.
• Experience developing and delivering safety training, standard operating procedures, and trades‑specific safety resources.
• Skilled at relationship‑building, facilitation, and cross‑functional collaboration in large, decentralized organizations.
• Additional designations such as CHSC, Canadian Risk Manager, or Process Safety credentials are considered assets.
