Role Overview This Senior Manager position establishes and maintains a safe work environment by developing and enforcing policies, overseeing regulatory compliance, providing employee training, and serving as the principal company representative for all Environmental Health & Safety (EH&S) matters. This role also ensures that EH&S operations are efficient, effective and structured to achieve desired results.
Responsibilities
Strategic - Planning and Architecture – 15%
- Develops EH&S plans, programs and training guidelines and creates sustainable processes to determine program and training effectiveness.
- Promotes and supports a strong safety culture across the organization.
- Evaluates and plans for continuous improvements to EH&S process efficiency.
Functional Organizational & Facilitation– 25%
- Shares findings from gap analyses and solicits feedback on standard operating procedure development from appropriate superintendents and managers.
- Brainstorms safety training ideas with managers and superintendents including safety representatives.
- Communicates with appropriate superintendents and managers regarding safety programs, policies, procedures, and general operational issues.
- Discusses, assesses and strategizes risk management employee issues with HR Manager.
- Promotes safety consciousness among employees by providing accurate and informative data, conducting Manager’s and safety representative meetings, giving timely feedback and safety suggestions, and visibly supporting the safety program.
Environmental Health & Safety Management – 30%
- Oversees, advises and actively participates in all EH&S programs and serves as the principal representative for all EH&S matters.
- Reviews existing EH&S-related policies and procedures, as well as general operating procedures for safety concerns, and makes recommendations for improvement as needed based on current best practices.
- Oversees health and safety incident reporting procedures to identify root cause and ensure the proper corrective recommendations have been generated to reduce or eliminate hazards.
- Monitors accident investigations and follows up to verify effectiveness of resolution, remedy and/or repair.
- Evaluates EH&S best practices and keeps current with industry trends and developments.
Training – 20%
- Oversees the development, coordination and implementation of comprehensive employee training programs including safety education and programs designed to support operational efficiency.
- Oversees the coordination and implementation of OH&S-required training.
- Delivers group, individual and “train the trainer” training.
- Oversees the coordination of various training by outside resources and in-house trainers (train the trainer model), as appropriate.
Regulatory Compliance – 10%
- Oversees and ensures company and employee compliance with 3rd party regulatory agencies.
- Collaborates with regulatory and environmental safety agencies to support and maintain OH&S compliance.
- Oversees the annual update of all OH&S-related compliance programs including, but not limited to emergency evacuation, hazardous communication, lockout tagout programs, and first aid awareness.
- Oversees and works closely with all sites to correct OH&S-related violations and other regulatory issues as needed.
Role Summary

- Oversee all WCB and RTW claims
- Ensure stakeholder requirements are met
- Achieve and maintain COR in all areas of operation
- Ensure adequate safety supplies are at each site, coordinating with site safety personnel
- Coordinate all safety training including training employees and management about workplace safety
- Ensure inspections, investigations, FLHA's and all necessary paperwork is completed by each site
- Ensure necessary paperwork is completed, submitted and filed appropriately
- Perform periodic inspections, toolbox talks and safety meetings at sites
- Work with management, site superintendents, foremen and site safety personnel to ensure Pagnotta safety is constantly improving and evolving
- Oversee the placement, training and/or hiring of site safety personnel
- Coordinate safety meetings with site safety personnel and Pagnotta management
- Ensure each site, new and existing, meets all legislative requirements
- Build and coordinate relationships with outside entities as it applies to Pagnotta Health & Safety. (e.g. SafeSask, ACSA, WCB, OH&S, etc.)
- Communicate relevant information to the appropriate personnel to constantly improve Pagnotta H&S processes and systems
- Evaluate worksite operations, assessing the risks involved and provide solutions to possible hazards
- Monitor safety activities, successes and failures, for each site and on a provincial level
- Keep statistical records of safety activities, successes and failures, for all areas of operations
- Submit monthly Health & Safety report to Pagnotta management
- Reduce employee injury and illness related costs, including medical care, modified duty and disability benefit costs
- Ensure Pagnotta owners, managers, superintendents and foremen are all protected from OH&S and criminal charges as they relate to onsite activities
Qualifications
- Bachelor’s degree in Occupational Health and Safety, Construction Management, or a related field (preferred).
- Certified Safety Professional (CSP), Occupational Health and Safety Technician (OHST) certification, Certified Health and Safety Consultant (CHSC), Canadian Registered Safety Professional (CRSP), or National Construction Safety Officer (NCSO) required for this position.
- Proven experience as a Safety Manager in the construction industry.
- Proven leadership experience in leading a team of Safety Professionals in one or more divisions.
- Strong knowledge of OH&S regulations and other relevant safety standards.
- Excellent communication and interpersonal skills.
- Ability to work effectively in a fast-paced environment and manage multiple priorities.
- Attention to detail and strong problem-solving skills.
- Proficient in using safety management software and tools.
- Experience with conducting safety training in a construction setting.
- Knowledge of construction processes and practices.
- Ability to develop and implement safety programs tailored to the specific needs of construction projects.
- Experience with incident investigation and root cause analysis.
- Strong leadership skills and the ability to influence and engage others in safety initiatives.
- Ability to develop and deliver safety training programs tailored to different audiences within the construction industry.
- Strong analytical skills to assess safety data, identify trends, and implement corrective actions.
- Knowledge of emergency response planning and incident command systems.
- Strong organizational skills and attention to detail to ensure compliance with safety regulations and standards.
- Experience with managing safety programs in large-scale construction projects.
- Ability to communicate safety information effectively to diverse audiences, including non-native English speakers or workers with varying levels of education.
- Experience with developing safety communication strategies and materials, such as posters, handouts, and digital resources
